Shall the City of Bogalusa, State of Louisiana (the "City"), under the provisions of Article VI, Sections 30 and 32 of the Constitution of the State of Louisiana of 1974, and other constitutional and statutory authority, continue to levy and collect a special ad valorem tax of four and two hundredths (4.02) mills, on all the property subject to taxation in the City (an estimated $276,895 reasonably expected at this time to be collected from the levy of the tax for one entire year), for a period of ten (10) years, beginning with the year 2020 and ending with the year 2029, inclusive, to be allocated 50% for acquiring, constructing, improving, operating and maintaining parks and recreation facilities and programs, and 50% to pay for acquiring, constructing, improving, operating and maintaining public buildings owned by the City, including the Senior Citizens' Center, and operating programs in such public buildings, said tax to represent a 0.02 mill increase over the 4.00 mill tax authorized to be levied through the year 2019 pursuant to an election held on October 17, 2009, such increase having been effective beginning in 2016 due to reappraisal?
