Shall the Parish of Lincoln, State of Louisiana (the "Parish"), be authorized to levy and collect a special tax of four and forty-nine hundredths (4.49) mills on all property subject to taxation in Lincoln Parish (an estimated $2,158,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2021 and ending with the year 2030, for the purpose of providing funds for equipment, supplies, maintenance, operation, construction and support of a public library and its branch or branches in the Parish?
