Shall the Town of Mangham, State of Louisiana ("Town") be authorized to levy and collect a special tax of seven and eighty-five hundredths (7.85) mills on all property subject to taxation in the Town (an estimated $26,265.00 reasonably expected to be collected from said levy for an entire year), for a period of ten (10) years, beginning with the year 2028 and ending with the year 2037 for the purpose of maintaining the municipal general fund of the Town?
